RFR: 8009280: JCE jurisdiction policy files not copied into jdk/lib/security

Hi Erik,

I spent the last week getting familiar with the new build environment, 
but then got pulled of into something else.

I'm glad I got pulled off, it looks like you were quietly working on 
many of the same issues I was.  I would hate to have duplicated that work.

Anyway, I'm close to being done with this interruption, and can work 
closely with you on this next week.

I haven't looked at your patch closely yet, but I think we may want to 
add some code in configure for building based on whether this is a 
OpenJDK, Open+closed, Debug JCE, etc.  I'll write up more about this 
when I wrap up this firedrill.
