You are referring to Visual Studio 2010, correct?  Officially, JDK7,8 do 
not require SP1 yet, but we are headed in that direction.

> 3) Does JDK8 still need Direct X SDK dated 2004? By the time JDK8 is finalized Direct X 9 will be 10 years old. DirectX SDK 9.0 may not be found anywhere on Microsoft's site and it is a challenge of its own to find this SDK.

This is up to the 2D team.  See bug # 8008022  "Upgrade Direct X SDK 
used to build JDK"
For some reason this is not visible on, although I do not 
know why.
