You are referring to Visual Studio 2010, correct?  Officially, JDK7,8 do 
not require SP1 yet, but we are headed in that direction.

This is up to the 2D team.  See bug # 8008022  "Upgrade Direct X SDK 
used to build JDK"
For some reason this is not visible on bugs.sun.com, although I do not 
know why.
