CFV: New Build Group Member: Magnus Ihse Bursie

I hereby nominate  Magnus Ihse Bursie to Membership in the OpenJDK Build 
Group.

Magnus Ihse Bursie is a Committer to JDK 8 and to the Build 
Infrastructure Project. Magnus is a member of the JDK Infrastructure 
team in Stockholm and is a major contributor to the improved makefiles 
in OpenJDK 8.
