There is only one place that the build itself sets BUILD_INSTALL to true 
and that's upon detection of install/make/Makefile, in 
make/Defs-internal.gmk:

If you have a full forest (or heck, just install/make/Makefile) 
BUILD_INSTALL will be set to true
