CYGWIN make is now at 4.01.

Hello,
I tried building with 4.0 in cygwin and it seemed to work fine. I doubt
there will be issues, but we will not move the official build there for
a long while yet. Until proven otherwise, I see no reason to hinder
developers from building with 4.x. Older versions of make are much worse
since we rely on features in make 3.81.
