RFR: Add s390(x) detection to platform.m4

I am far from an expert on the contents of VAR_CPU and VAR_CPU_ARCH, but
it looks like the existing entries are roughly along the lines of the
arch from the gnu arch triplet. So a name like ESA_390 would look out of
place when compared to names like sparcv9, sparc and x86_64.

If you still think it's a good idea, I can make the change.
