cygwin 64 bit procps free.exe missing

I had not heard about the 64-bit cygwin before. Interesting! I'll try to 
build on it and see if we need any tweaking for it.

However, I don't understand why you think the absence of free is a 
problem. We do not use it in the build, as far as I know..?
