Username handling in USER_RELEASE_SUFFIX

Hello,
I've been wondering for a while why my username on Windows was not picked
up properly.
As it turn out in common\autoconf\jdk-options.m4 and generated-configure
strip out upper cased letters from the username which I find strange since
that username is turned into the USER_RELEASE_SUFFIX which replaces upper
cases with lower cases.
What would be the reason for it (and can it be changed to include upper
cased letters from the username) ?

(as an aside, on line 214 of common\autoconf\basics_windows.m4, precense
should probably be presence)
