The solution (unless you want to build images) is to include the nashorn/classes directory on the classpath:
$ make nashorn
$ build/macosx-x86_64-normal-server-release/jdk/bin/java -cp build/macosx-x86_64-normal-server-release/jdk/lib/sa-jdi.jar:build/macosx-x86_64-normal-server-release/nashorn/classes sun.jvm.hotspot.CLHSDB
