Review request: 8047387: Generate different version of java.policy file for windows 32-bit and 64-bit

The jar files for access bridge are different on windows-i586 and
windows-amd64.  Need to be able to generate different version of
java.policy for windows-i586 and windows-amd64 JDK.

This patch copies different copy according to its target OS/CPU.
