JDK 9 RFR of two fixes to make/Javadoc.gmk

Hello,

Upon closer inspection, the change to the core API doclint didn't work 
with the imported sources so I pushed the fix without updating the core 
API command. In other words, only the docs components which come from 
the langtools repo were updated.
