Unfortunately locale issues is harder to correct in the build system on
Windows, since there's no way to locally change the locate (like LC_ALL
on unixes).
With that said, it's unfortunate that these files contains odd
characters. These do not display properly in my (linux) editor as well.
Normally, I'd say "fix it!" but these files are imported from upstream,
so a change is more complicated. Probably not worth the effort.
