This change alone will not add Zero to the standard set of tested
configs. It will only make it easier for Oracle engineers to verify zero
builds on demand. There is a related bug filed for adding zero builds to
the standard hotspot pre checkin jobs, but I can't say if that change is
going to be made at this point.
