S390 support came in as a complete port of the OpenJDK:

What are you proposing for Alpha and all these other platforms? For any 
port supported by the OpenJDK there needs to be an active segment of the 
community that is prepared to be the "caretakers" of that port.

This needs further discussion - porters-dev would be the right place to 
start.

We do accept some minor patches that assist "unofficial" ports, but they 
get heavily scrutinised.
