Result: Dissolving the build-infra project

I proposed that the build-infra project should be dissolved. It has 
outlived it's usefulness, and it only causes confusion since people are 
unaware of the project and incorrectly send build-dev questions to this 
list. [1]

According to the Bylaws definition of Lazy Consensus, this is sufficient 
to approve the proposal.

With this mail, I'm asking the maintainers of the OpenJDK infrastructure 
to make the build-infra repositories read-only, and to archive the 
mailing list, so that no new mails can be sent to the list.
