I agree. It's trivial enough (although barely) to be created by Docs.gmk 
like this.

For a long-term solution I'd like to see a more correct change (for 
instance, index.html will not be regenerated if JDK_INDEX_CONTENT 
changes), but for jdk9 this is okay.
