RFR: JDK-8183166: lib\jawt.lib is missing from JDK 9 distribution for Windows

The Windows link library jawt.lib is currently missing from 
java.desktop.jmod and linked images. This is caused a mistake in the 
makefile for building jawt. The copy logic for this file was never 
updated when the modular images were introduced, so the file ends up in 
the wrong place and is not picked up by jmod.
