RFR: JDK-8187672 RunTest displays broken output if jtreg fails completely

If jtreg fails to run completely, and does not even create a 
text/stats.txt file, then the parsing in RunTests.gmk breaks down.

This will be pushed to jdk10 once the combined forest opens up.
