bash configure fails on missing javah

Note the corollary is that this impacts when javac can use recent
language features. i.e. in order to build the "interim javac", the
javac source code must be compatible with the "boot JDK". There's
nothing inherently new in that, but the new release schedule is
definitely going to have an impact here.
