RFR: JDK-8199451 Create linux-aarch64 cross-compilation devkit, and fix cross-compilation

If you want to try it, be prepared that the source code currently does 
not compile without warnings, so you need "configure 
--disable-warnings-as-errors".

I will look into this as a follow-up issue.
