RFR(L) : 8199375 : [TESTBUG] Open source vm testbase monitoring tests

Just wanted to chime in and say that this is great, the more the tests are
all in the open, the easier it will be for all to be able to test what is
needed and not be surprised by closed test failures :)

So thank you for doing this and for the other open sourcing of tests
efforts!
