RFR: JDK-8210837: Add libXrandr-devel to the Linux devkits

Hello,

Please review this small change to the devkit generator scripts for 
Linux, adding libXrandr-devel to the sysroot. I'm also bumping the 
devkit version used at Oracle to a version built using this change.
