This last issue has nothing to do with jdk/jdk.

Each repository can have its own specific settings - I don't think 
jdk/jdk has a configuration parameter for clang.

In other words - you are trying to pass clang-related build 
configuration parameters to a jdk 14 build which doesn't support clang, 
which doesn't make a lot of sense. "--with-libclangXYZ" are specific 
parameters that can be enabled in panama/dev (and, only in the "foreign" 
branch).
