RFR: JDK-8220093: Change to GCC 8.2 for building on Linux at Oracle

In addition to this, the devkit generator makefiles are getting some 
touchups. The ccache build output is moved to the correct location. 
Fixed an issue with creating tar files. Changed binutils to use gold by 
default. Also fixed the linker version check in configure to be 
compatible with gold.
