[RFR] [8u] 8189761: COMPANY_NAME, IMPLEMENTOR, BUNDLE_VENDOR, VENDOR, but no configure flag

This backport is largely clean, bar fuzzing, for the JDK and root
repositories, but needs changes in the HotSpot repository to account for
the older build used in OpenJDK 8 and below. In 8, the HotSpot build is
largely independent of the main configure-based build and so
occasionally duplicates top-level logic.

I've tested this works on GNU/Linux. Due to the different platforms
affected, ideally someone should test this on other platforms,
particularly Windows, to avoid breakage there.
