8243567 : Update download link of jtreg provided by Adoption Group

Hi,

In the 'Running Tests' section of building.html file [1] , the download
link for jtreg binary provided by the Adoption Group is broken [2].

It seems that there is a new link for the jtreg binary [3].

The broken link in building.html file needs to be updated.
Same issue exists with building.md file.

Patch is attached.

Can someone review and sponsor it?
