RFR: 8269689: Update --release 17 symbol information for JDK 17 build 31

Usual kind of  updates for the symbol information in JDK 18 to reflect changes in the JDK 17 API. Bug fixes with API changes since JDK 17 b28 include JDK-8266313, JDK-8268972, and JDK-8266269.
