This is highly confusing on many levels. 

What does "Request for German localization" mean?

This is not "Java 11". Perhaps you meant to file this on jdk11u?

Also please do not use confidential bug reports for open source code. Create a new open bug that explains what needs to be done in the open source code, and reference the closed bug there if needed.
