RFR: 8293162: Drop support for VS2017

As discussed in https://mail.openjdk.org/pipermail/build-dev/2022-August/035324.html, the time has come to drop support for VS2017.

This PR also reverts the workarounds put in place for VS2017 by [JDK-8196889](https://bugs.openjdk.org/browse/JDK-8196889) and [JDK-8286459](https://bugs.openjdk.org/browse/JDK-8286459).
