configure misses check for linux-glibc-devel / linux-headers / kernel-headers ?

That might be the key. I remember testing this with vanilla Alpine 3 image. IIRC, configure would 
complain when gcc is not available, print the "devkit" helper message, which would tell you to 
install linux-headers too. I suspect if you have gcc already installed, that message would not print.
