path arguments to make

This command worked:

make exploded-test TEST=jdk_awt JTREG="EXTRA_PROBLEM_LISTS=../exclude.txt;OPTIONS=-l”

but it was a surprise that I needed the .. because the path was evaluated relative to the make subdirectory.

Is this fixable?
