I believe the build changes look ok, just one comment. Would be good to have someone else look over them too as I was involved in writing this, and it's quite complex.

make/modules/jdk.compiler/Gendata.gmk line 29:

These shouldn't be needed. `ModuleWrapper.gmk` which is the file including this file already does all of this.
