On Linux ppc64le (uses also a gcc 11.3.0 devkit) the size improvements can be observed too when using lto .
Normal build 

du -sh  images/jdk/lib/server/libjvm.so
27M	images/jdk/lib/server/libjvm.so

lto enabled

du -sh  images/jdk/lib/server/libjvm.so
21M	images/jdk/lib/server/libjvm.so

lto enabled + opt-size enabled 

du -sh  images/jdk/lib/server/libjvm.so
16M	images/jdk/lib/server/libjvm.so
