Without good benchmarks it is hard to say. But this is true also for the current 'LOW' opt setting that was available since jdk9 at least (probably much longer)

and in the meantime there were quite a few compiler updates.
Probably we could look at the performance of related jtreg tests so spot bad performance degradations.
