An OpenJDK Projects seems like overkill for this.
It might be at the appropriate level for a JEP.
Or maybe an umbrella RFE with some blocking issues.
Whatever seems to make sense as a way to direct some focused effort when 
it's
decided that it's a good time to work on it.
