Please refrain from integrating this until we get consensus on the principal issue here, as pointed out by Erik. This is not just a build issue, it is an issue of differing expectations. It might even be that the solution is a modification in jlink rather than the build system.

My take is that we should be able to both test and debug what we ship. I can't say straight up how to solve that, but I believe that if there is a will, there is a way; we just have to try harder to find it.
