RunTests.gmk sets up `_NT_SYMBOL_PATH` based on `$(SYMBOLS_IMAGE_DIR)` if that is provided when invoking `make run-test-prebuilt`. At least in our internal testing setup, we get symbols for Windows crashes. Is that not the case in GHA?
