[jdk26] RFR: 8374507: GHA: Limit debug symbols generation to conserve disk space

Now that [JDK-8373246](https://bugs.openjdk.org/browse/JDK-8373246) is in JDK 26, we need this fix to unbreak GHA in JDK 26.
