<p>Normally, incremental builds work fine, but they are not 100%
proof. In particular, "make reconfigure" can cause situations that
an incremental build cannot properly resolve. (This is printed as
a warning if you modify an existing configuration, with a
recommendation to start by cleaning the build for a guaranteed
successes, but it works most of the time, so people tend to ignore
it...)</p>
