About the target/host situation

As you all know, the build-infra forest entered into a limbo state after 
the host/target backout situation, while we were trying to resolve the 
situation. There have been discussions, both on-list and off-list on how 
to resolve this, but unfortunately the issue is still not resolved. Part 
of the problem seems to be that there is not even agreement on the forum 
to use to resolve the issue, and what should count as a decision.

Unfortunately, this issue has been blocking our work for more than a 
week, and that is not a sustainable situation. After discussions with 
Jonas and Erik and I have decided do to the following:

1) Back out Fredriks backout, effectively restoring the build-infra 
forest to the state it was before.

2) Implement the solution that has been discussed lately, that is, not 
tweak the --host and --target arguments, but instead add a new 
--jdk-target argument.

This is now done, and I will shortly push these to the build-infra forest.

Fredrik and others, please note that this does not mean that this is the 
final say in the discussion! It just means that we need to resolve the 
current block on our work in build-infra. The fact that either this or 
Fredriks solution is the current one in build-infra right now should 
carry no weight when coming to a final decision on how the matters 
should be! As far as this is a part of the discussion, it is to bring an 
example on how the --jdk-target option could be implemented.

I beg all parties to not do any more backouts, until we reach a decision 
on the final implementation.
