In the current build-infra forest, the jdk/makefiles/docs directory is 
removed. However, there was an integration mistake previously so moved 
files (one added, one removed) got messed up and the remove disappeared, 
resulting in a copy (just a new file). This might have happened to the 
docs directory, and it might be the case that this code is what's still 
in the master forest, which I believe is what you're looking at.
