Fwd: Recent Minor Change to Makefiles.

Adding the manifest shouldn't be hard. This did uncover something 
though, we don't have logic for building ucrypto.jar, only copying the 
prebuilt. I guess that's part of the jar signing item we have in the 
plan already that is still to do.
