Build Infra

I'm going to start integrating select changes into jdk8/build, e.g. the $(sort) and THIS_FILE changes for example.
(I'm running the THIS_FILE changes by the other teams for comment).

If there are any changes (other than build-infra only changes) in the build-infra repositories that could impact the
old builds, please point them out to me so we can at least get them on their way into jdk8.
If a CR exists for it, let me know, otherwise I'll create them.

I'm working off jdk8-b53 as a merge point in jdk8/build, which we have in build-infra, but will
need to merge with b54+ before I push the changes in.
