Protect the top-level Makefile against race conditions happening if
inadvertently running with -jN.

* Don't forcefully include SPEC in $(MAKE)
* Simplify recursive make calls by utilizing MAKE_ARGS.
* Ensure serial execution of HotspotWrapper.gmk
* Fix bug when trying to detect incorrect use of -j.
* BOOT_RTJAR was not needed, remove.
