We plan on doing that when the work in build-infra has slowed down.

The problem is that the Ubuntu default autoconf differs from the Cygwin 
default. Changing any of them (on all machines we work on) is 
problematic, or next to impossible (in the cygwin case). And it is very 
convenient to be able to create a complete commit on the machine you're 
working on, instead of having to rerun autogen on another machine. So 
this is something you can do for sporadic fixes in the long-term, but 
not during everyday development.
