Make the creation of the OPENJDK_BUILD/TARGET_* variables more transparent
to facilitate searching in the source code (even at a slight loss of
generality).

* Restructure basic init, so platform build/target gets executed as early as possible.
* Collect more logic in basics.m4 into BASIC_SETUP_PATHS. This will be done with target/build setup.
* Rename WHICHCMD to SET_FULL_PATH.
