hg: build-infra/jdk8: Workaround for configure fail with MAKE variable on windows.

With this change, I believe we have fixed all current known build breaks 
in build-infra, so we should be good to go for creating webrevs for a 
push to jdk8/build. I'm still verifying builds though and will report 
back when I know more.
