Very few groups currently use the existing member rules to promote anyone past contributor. The new bylaws provide more roles and rules (expiration most significantly) than the old bylaws. Better website tools for distinguishing who the contributors, members, leads for projects and other roles as well as the expiration terms would help a lot.
