Vote: Yes
I believe I understand the intent of Veto section under "3 Voting" of the bylaws, that any successful consensus vote must not have outstanding vetos.
The wording of Lazy&  Three-Vote Consensus reads like you cannot veto.  Perhaps change to "There are no unresolved vetos"

> justification is invalid. If a Veto is raised then the voter who 
> raised the veto and those who support the proposed action must work
