The error in the ProblemList reported in the Description is preventing this PR from being `rfr`. I filed [SKARA-1217](https://bugs.openjdk.java.net/browse/SKARA-1217) to track changing the bot to consider this error as an integration blocker, but not something that will stop a PR from being `rfr`.

@alisenchung you will need to remove this bug ID from the ProblemList (after verifying that the problem-listed tests pass).
